In those cases where a priest, deacon, or delegate concludes that it would be advisable for a couple to delay their marriage, the priest, deacon, or delegate must consult with the pastor. The couple must be advised of their right to appeal.
The priest, deacon, or delegate requesting the delay is responsible for notifying the pastor of the facts of the case.
It is advised that the couple be allowed to meet with the pastor to present their case.
After speaking with the pastor, the couple may appeal to the dean of the area. The dean will listen to both the couple and the priest or deacon who is delaying or refusing marriage.
Ultimately an appeal may be taken to the vicar general and then to the diocesan bishop.
This process should take no longer than four (4) to six (6) weeks from the initial marriage preparation interview date.
